‘The Administrators were a disaster for the Shire’: Wikinews interviews Lindsay Love, Tarwin Valley ward candidate in South Gippsland, Australia

Sunday, September 26, 2021

Nominations were declared on Tuesday for South Gippsland Shire’s upcoming council elections, to be held by post from October 5-22. A total of 24 people in the Australian council’s three wards have put themselves forward to stand as candidates. The shire has been governed by administrators appointed by the Victorian state government since August 2019, when the council was sacked after a state government inquiry found “high levels of tension” within the council.

Wikinews interviewed one of the candidates standing in this election, Lindsay Love, via email. Love is contesting the Tarwin Valley ward, which elects three councillors to the South Gippsland Shire Council, and includes the towns of Leongatha and Mirboo North. In addition to her answers to the questions from Wikinews, Love also provided the following statement in regards to the state of the council:

“I also note that the Council satisfaction rating has been dismal for over ten years. That is a period covering various Council terms and the Administrators. The only constant has been the Administration. That would suggest that to improve the culture the change needs to be in the Administration. That means the Council has to operate like a corporate Board and give the CEO the required directions to effect a change.”

Chula Vista, California becomes model for blight control laws in the US

Tuesday, October 14, 2008

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.

What Can Laser Surgery In West Point, Ne Do For You?

byadmin

Your eyes are one of the most important parts of your body. Without your eyes, many daily tasks in life would be significantly more difficult and troublesome. However, not everybody’s eyes work the way they should. Millions of people are born with conditions such as farsightedness, nearsightedness, and astigmatisms. These conditions can alter your eyesight in a way that you need corrections to fix them. Some of these corrections include glasses and contacts. Wearing and caring for contacts and glasses every single day can get extremely annoying and tedious after decades. Thankfully, there is a more permanent solution to these conditions. Laser surgery can quite literally reshape your vision.

What Is Laser Surgery?

As the name might suggest, laser surgery in West Point, NE involves the use of medical lasers. The most common type of surgery involves reshaping the cornea. The laser will physically cut a flap into your cornea. Once the flap is there, the surgeon will then fold back the flap and then remove some corneal tissue from underneath the cornea. The flap is then replaced. The reshaped cornea can now reflect light into your eyes properly, which can lessen or completely fix vision problems. There are other forms of laser surgery that are designed to help with different, more specific eye problems. You can consult your regular eye doctor to determine which type of laser surgery is most suitable for you and your eyes.

Why Get Surgery?

While glasses and contacts can correct some visual problems, wearing them every day can become rather annoying. Not only do you have to wear them but you often have to take special care to ensure that they are rarely if ever, damaged. These types of corrective devices can be extremely expensive, depending on your vision problems. That being said, vision also changes over time, meaning that you have to go back to the eye doctor to change the strength of those corrective devices repeatedly. This is a costly, time-consuming, and tedious process. With laser surgery, you will be able to do that less or maybe not even at all anymore. Illinois law means end to horse slaughter in US

Friday, May 25, 2007

Legislation banning the slaughter of horses for human consumption in Illinois, was signed into law today by Governor Rod Blagojevich.

“It’s past time to stop slaughtering horses in Illinois and sending their meat overseas. I’m proud to sign this law that finally puts an end to this practice,” Governor Blagojevich said.

Most states in the United States have already outlawed horse slaughter. Illinois was the last state with an operating slaughterhouse. At the beginning of the year there were also two slaughterhouses in Texas. That state has had a ban since 1949, but it was not being enforced. A lawsuit ended with the United States Court of Appeals for the Fifth Circuit declining to hear further appeals, forcing them to shut down in March.

Sid Miller, a State Representative in Texas and the chairperson for the House Agriculture and Livestock Committee, has sponsored legislation to repeal the 1949 ban. However, his last proposal died in committee.

“People were selling horses not knowing that they were being used and treated like livestock and ended up on the slaughter room floor,” said Illinois Senator John Cullerton. “This bill will ensure that using horses for the purpose of human consumption is illegal throughout the State of Illinois just as it is in 48 other states in the nation.”

“There is no domestic market for horsemeat and, therefore, no need for this practice to continue in Illinois,” State Agriculture Director Chuck Hartke said. “Meat from the slaughtered horses is being shipped overseas to places like Belgium, France and Japan.”

Wayne Pacelle of the Humane Society of the United States told CBS News that 100,800 horses were slaughtered in the United States, last year, with a further 30,000 horses being sent to Canada and Mexico for slaughter.

Opponents of the new law say horses should be considered to be in the same category as cattle or other livestock. They say that horses are killed humanely. They point out that the slaughterhouses provide jobs.

The consumption of horse meat has a long history, but in some cultures it is considered taboo. Some places it is a delicacy, and yet others it is just another staple food.

Violence at Cronulla Beach as 5000 people gather

Monday, December 12, 2005

Cronulla Beach in Sydney, New South Wales was the scene of racist mob-violence yesterday. In what has been described as disgusting, un-Australian and shameful behaviour, participants in a 5000-strong mob assaulted people suspected of being of Lebanese origin. The angry, alcohol-fuelled crowd also turned on anyone who tried to help the victims, including police, security guards and ambulance officers.

Following an attack on two lifeguards earlier in the week, allegedly by men of Lebanese descent, a protest had been organised via text messages and a small number of usenet postings.

Sutherland Shire Mayor Kevin Schreiber says inflammatory text messages calling for revenge attacks fueled the violence. Mr Schreiber said the heavily-circulated messages ensured troublemakers went to the southern Sydney beach looking for a fight. Police had patrolled the area all weekend after text messages began circulating among the community calling for vigilante responses to unwelcome visitors on the beach.

“The sending out of that text message was foolish and irresponsible and ensured that people from all over Sydney came to Cronulla looking to cause trouble and this was further fueled by alcohol,” said Mr Schreiber.

Sydney’s popular talk-back radio station 2GB also promoted Sunday’s event. Breakfast announcer Alan Jones has been accused of “fanning the flames.” Callers who recommended vigilante action were not discouraged to take the law into their own hands. Mr Jones, notorious for inflammatory comments, repeated the text message for Cronulla residents to defend their territory several times.

As the crowd marched along the beach and foreshore area, waving Australian flags, the crowd chanted racist slogans, with many wearing clothes bearing racist sentiment.

Middle Eastern men were openly targeted and assaulted. A young Muslim woman wearing a veil was chased into a kiosk on Cronulla beach. Police tried to move her away from the chanting crowd but were unable to reach the security of the command post. While the woman and police officers hid in the kiosk, a crowd surrounded the kiosk and shouted “Kill the Lebs”, while others climbed on top of the kiosk.

As police horses and special operations officers formed a line and pushed the crowd away, they were bombarded with beer bottles. After half an hour, an ambulance arrived at the kiosk and people were loaded into it. The ambulance, transporting six injured youths, escorted by police and police horses, was also bombarded with beer bottles. One struck an ambulance officer on the head. His colleague suffered lacerations to the arm.

Speech Therapy

Motivational Speech Examples

Do you eat your meals daily? Have you ever thought why? Your answer will be, Simply, because I need energy for survival and to stay fit. Similarly, motivation is like the daily diet that you require to support your feelings and if you are deprived of it then you have lost your self-confidence in the job. Most of the people feel that they have lost self-confidence, cannot concentrate on their work and feel nervous in public speaking. If you have any of these symptoms, then you are deprived of motivating factors in your life. Motivation is not only about external and internal forces that would help you to accomplish your goals; it is far more than that. It could be the key factor for your success in your job or in your business. When we hear the words motivational speaker some of us think of those that are going to brain wash us into a better emotional sense of well being. However, motivational speakers can be those that simply provide encouragement on various aspects of life as well as ways to find the pure happiness that an individual seeks. Motivational speakers are those that can help us find the humor that some of us lack in life. Sometimes we are all guilty of being too serious and becoming too worked up over the simplest thing. Listening to a motivational speaker can provide us with ways to look at the bright side of a situation and give us the glitters that we need back in our life. In return, it helps our emotional state by bringing such simple joy. However, it is important to note that not all situations are ones to be taken lightly and that is the specialty of a motivational speaker to be cautious and know the difference. Some good samples of motivational speeches can be found on websites such as About.com, Google.com, Yahoo.com and other pages. It is important when you find sample speeches that you put your own unique spin or voice when rewriting. You must remember that it should come from your heart and use the samples as a way to get started and not copy. Using humor, true experiences, examples of well-known experiences will help you connect with an audience and it will move them. Be cautious of not having a tone of seriousness but more positive and strength. Your crowd will indeed thank you for it and you will surely receive a standing ovation. Standing ovations are hard to come by, but dont go looking for that. Give from your heart and stand by what message you are striving to give and be honest. That is the most important things to remember is to be honest.

Ariel Sharon’s brain shows activity

Saturday, January 14, 2006

Israeli Prime Minister Ariel Sharon remains in a coma after 10 days.

Medical experts on the outside say that Sharon’s failure to regain consciousness does not look well for his recovery.

On Wednesday, doctors began reducing the level of sedatives with the intent of drawing Sharon out of an induced coma. Hospital officials say that Sharon remains “lightly sedated”, but are not sure when he will wake up once they stop giving him the sedatives.

New reports say an EEG has shown that Sharon has activity on both sides of his brain and doctors say that’s the most “promising” signs they have had since they started to bring him out of the coma. Doctors also say that activity in both lobes doesn’t indicate anything about the extent of the brain damage. “It is another piece of information that on its own means nothing,” said Dr. Gal Ifergan, a neurologist at Soroka Medical Center in Beer Sheva, who is not treating Sharon.

Although he has activity on both sides of his brain, Sharon could still have extensive brain damage, Ifergan said. He also said that it’s “very worrisome that he hasn’t woken from his coma”, yet.

There are 2 major types of stroke, and Sharon has had both. The first was a mild stroke Dec. 18 caused by a blood clot that lodged in an artery in the brain, cutting off blood flow and causing minor damage. The second occurred just one day before he was scheduled to undergo surgery to repair a hole in his heart. This one was a severe cerebral hemorrhage

“After nine days he has had very slow progress and that indicates more permanent injury to a level where his quality of life is affected,” Dr. Demetrius Lopes, a Rush University Medical Center neurosurgeon said. “And then decisions will have to be made,” he added.

Sharon’s condition is still critical but stable.

Dell announces revenue and cost actions to halt decline

Friday, September 15, 2006

Dell‘s share price has been in a sharp decline as the company has struggled to deal with declining PC and server revenues. Now it has been forced to delay its 2Q financial report as it deals with state and federal accounting investigations. Dell revealed last month that the SEC was looking into its past financial statements. As a result, it has been forced to put its stock buyback programme on hold until the market can be confident the share price is right. To correct its course, Dell has also announced in the past week:

Dell intends to be less US-centric, and to build new plants in regions such as central Europe, Brazil, China and India. Under the Dell 2.0 roadmap, the company will also provide fewer services in-house.

Dell said this week that customer satisfaction is something that it had not done perfectly in the past. “We made a decision six to 12 months ago, because we weren’t pleased with our internal and external satisfaction indices,” said a Dell general manager. Dell has also reduced its supplier base, to ‘reduce variability in component quality’, according to CEO Kevin Rollins. The company will also focus on product design, another aspect that Dell has been accused of neglecting in the past.
