China-EU financial relations are growing

Friday, December 4, 2009

Chinese President Hu Jintao met with the European Union’s leaders Jose Manuel Barroso and Fredrik Reinfeldt in Nanjing, Jiangsu Province, China. The EU leaders were in China to attend Monday’s twelfth China-European Union (EU) summit. Barroso said China-EU relations are “more mature, deeper” then before.

China-EU trading relations have grown over the last 35 years. The volume of trade between the pair reached US$425.58 billion in 2008, an increase of 19.5% over the prior year. Bilateral relations are far closer now than in previous years.

Swedish Prime Minister, Fredrik Reinfeldt, said the Lisbon Treaty would help strengthen EU-China relations. Summit attendees also talked about nuclear non-proliferation, disarmament, human rights, climate change, combating financial crisis and financial investments.

Before the twelfth China-EU summit, Chinese Premier Wen Jiabao met with EU delegates in Nanjing, and the trading partners celebrated the 35th anniversary of diplomatic relations.

Standard Operating Procedure changes at Camp Delta, Guantanamo Bay

Tuesday, December 4, 2007

In an investigation reported on first by Wikinews, Wikileaks today revealed another chapter in the story of the Standard Operations Procedure (SOP) manual for the Camp Delta facility at Guantanamo Bay. The latest documents they have received are the details of the 2004 copy of the manual signed off by Major General Geoffrey D. Miller of the U.S. Southern Command. This is following on from the earlier leaking of the 2003 version. Wikileaks passed this document to people they consider experts in the field to carry out an analysis trying to validate it. Following this, they set out to assess what had changed between 2003 and 2004; including attempts to link publicly known incidents with changes to the manual.

Wikinews obtained the document and did an in-depth analysis. The American Civil Liberties Union had previously made a request to view and obtain copies of the same document, but was denied access to them.

One of the first notable changes to the document relates to the detainees themselves. Previously they read the camp rules during admission processing. Rules are now posted around the camp in detainees’ languages. The English version of the rules is as follows:

 1. Comply with all rules and regulations. You are subject to disciplinary action if you disobey any rule or commit any act, disorder, or neglect that is prejudicial to good order and discipline.
 2. You must immediately obey all orders of U.S. personnel. Deliberate disobedience, resistance, or conduct of a mutinous or riotous nature will be dealt with by force. Be respectful of others. Derogatory comments toward camp personnel will not be tolerated.
 3. You may not have any articles that can be used as a weapon in your possession at any time. If a weapon is found in your possession, you will be severely punished. Gambling is strictly forbidden.
 4. Being truthful and compliance will be rewarded. Failure to comply will result in loss of privileges.
 5. All trash will be returned immediately to U.S. personnel when you are finished eating. All eating utensils must be returned after meals.
 6. No detainee may conduct or participate in any form of military drill, organized physical fitness, hand-to-hand combat, or martial arts style training.
 7. The camp commander will ensure adequate protection for all personnel. Any detainee who mistreats another detainee will be punished. Any detainee that fears his life is in danger, or fears physical injury at the hands of another person can report this to U.S. personnel at any time.
 8. Medical emergencies should be brought to the guards’ attention immediately.

Your decision whether or not to be truthful and comply will directly affect your quality of life while in this camp.

Of concern to groups such as Amnesty International who campaign for the camp’s closure, or Human Rights Watch concerned about prisoner handling under the prisoner of war aspects of the Geneva Convention, is the fact that policy for newly admitted detainees still allows for up to 4 weeks where access to the detainee by the International Committee of the Red Cross (ICRC) may be denied. In addition, guards are not to allow ICRC staff to pass mail to detainees.

A new process has been formed which allows guards to determine whether or not a detainee receives awards, or is punished. The form is called a GTMO Form 508-1 (pictured to the right). According to the manual, the form “is used to determine which rewards the detainee will lose or gain,” but “special rewards” can also be earned, outside of the process. One special reward is time allowed outside. Another special reward is a roll of toilet paper, but the detainee cannot share it with others. Doing so will result in “punishment” and confiscation of the roll. If the detainee already has a roll of toilet paper, he is not allowed to have another.

“Guards need to ensure that the detainee doesn’t receive additional toilet paper when the detainee already has it. The amount given to the detainee will be the same amount as normally distributed to the detainee,” states the manual.

No matter how bad a detainee may act, “haircuts will never be used as punitive action” against them, but they can have hair removed for health reasons. They can, however, be segregated from other detainees.

“If a detainee has committed an offense that requires segregation time, even if a segregation cell is not available, the detainee will receive a shave and a haircut for hygiene and medical reasons. If the detainee is IRFed, the haircut and shave will follow the decontamination process,” adds the manual. Barbers are also part of cell searches.

Despite these changes, a great deal of effort has gone into ensuring the furore over detainee abuse does not recur. Rules governing the use of pepper spray (Oleoresin Capsicum, or OC) appear at an earlier point in the manual with considerable expansion. Infractions such as spitting, throwing water at, or attempting to urinate on guards appear as explicitly listed cases where pepper spray may not be used. Extensive decontamination procedures are included in the document, including immediately calling for a medical check on any detainee exposed to pepper spray. This was not previously present.

As a counter to the clearer instructions on use of pepper spray, Wikileaks asserts that many of the stricter rules for guards (referred to as Military Police or MPs in the 2003 manual) aim to reduce fraternisation that may improve detainee morale and adversely influence any interrogation process. Guards are informed in the manual not to take personal mail and parcels within the detention blocks or at any other duty stations. All electronic devices except issued materiel are prohibited, and guards may face disciplinary action should they keep detainees apprised of current affairs or discuss issues in their personal lives.

Additional restrictions on the detainees’ chaplain are included in the revised document. Wikileaks speculated that many of these changes might have stemmed from the widely publicised case of James Yee. Captain Yee, a West Point graduate, served at the Guantanamo Bay base as a Muslim chaplain to the detainees and received two Distinguished Service medals for his work. Following discovery of a list of detainees and interrogators by U.S. Customs in Florida Yee was charged with sedition, aiding the enemy, spying, espionage, and failure to obey a general order. Eventually all charges were dropped with national security concerns being raised should evidence be released.

The most notable changes surrounding the role of the chaplain include its removal as a permanent position on the facility’s Library Working group and its exclusion from the decision process on appropriate detainee reading material. Wikileaks contacted lawyers representing detainees in the camp to perform their own analysis. Their opinion of the changes were that the library operation had been considerably tightened up. Duplicate books are required for the individual four camps to prevent covert use of books to communicate between camps. Periodicals, dictionaries, language instruction books, technology or medical update information, and geography were additions to the prohibited material. Instructions indicate such books must be returned to the source or donor.

The revised SOP manual makes considerable progress on documenting procedures, even those that are remote possibilities. A lengthy addition details rules to follow in the event of an escape or escape attempt. Laced throughout this procedure is an emphasis on having any such incident fully documented and – wherever possible – filmed. The procedure is explicit in how to recapture an escaped detainee with minimal use of force. One additional procedure covers the admission of ambulances to the main base area. A detailed security protocol to ensure only expected and authorised traffic gains access is included, as is a procedure streamlined to ensure the ambulance arrives on the scene as quickly as possible.

Unchanged from the 2003 manual is the set menu of four ready-to-eat meals (Meal, Ready-to-Eat or MRE) issued to detainees. However, additional steps are to be taken for “MRE Sanitization”; supply personnel must remove anything that can damage waste disposal systems— presumably a military term for toilets. Under normal camp conditions, detainees should be fed hot meals as opposed to MREs, but no details on the variety of menu are included.

Wikinews attempted to get feedback on this. US Southern Command passed a query on to Rick Haupt (Commander, U.S. Navy Director of Public Affairs, Joint Task Force at Guantanamo) who responded that “questions were forwarded along with a request to authenticate the leaked document; a response is pending.” At this time no response to emails has been received from the ICRC or Human Rights Watch.

The Pentagon has requested that the document be removed from Wikileaks because “information with the FOUO (For Official Use Only) label is not approved for release to the public.” They then state that the document can be “made available through a Freedom Of Information Act request through official channels.”

Do You Still Vape On Disposables?

byAlma Abell

If you are a confirmed vaper, chances are you have already made the switch to using an e-cigarette with liquid refill capabilities. If not, it’s time to ditch the disposables and take on a more refined, upscale way of enjoying vaping.

The Art Of Vaping

Vaping is the drawing of (usually) flavored vapor out of an electronic cigarette. Liquid inside the device’s cartomizer is vaporized into steam when the atomizer is heated from battery power. This process happens when suction is applied at the tip of the device.

E-cigs were originally introduced in China as a method of weaning smokers away from tobacco products by enabling them to get their “hit” of nicotine without burning any tobacco. Tobacco itself is not the most harmful thing to a smoker or people nearby, but the large amount of different chemicals that are present in the smoke is what is the most detrimental to human health. The nicotine in the tobacco is the addictive chemical that drives most people to want to smoke more. If a device like an e-cig can provide nicotine without burning tobacco, the vaper can slowly cut down on the percentage of nicotine in the vapor and then possibly give up on it altogether.

Longer-lasting e-cigs

E-cigs have become product in their own right and people are vaping because they like to; not just because they want to quit smoking traditional cigarettes. In the early days of electronic cigarettes, they were made to a size and shape that resembled “real” cigarettes. These could be switched off when not actually vaping but their batteries had a limited life and the amount of fluid to vaporize (the e-juice) was quite small. When one or the other was exhausted, the e-cig had to be thrown away. E-cigarette liquid refill and rechargeable/replaceable batteries became available to dedicated vapers who did not want to continue to accumulate so much wasteful material.

If you vape, you are going to want a reliable source for an e-cigarette liquid refill. You need look no further than the online store of Mt Baker Vapor at http://www.mtbakervapor.com/types-and-features-of-the-e-cigarette-liquid-refill/ . For your safety, their juices only contain American-sourced ingredients.

Athletes prepare for 2012 Summer Paralympics at the Paralympic Fitness Centre

Monday, August 27, 2012

London, England — As Paralympians ready for the Games which are set to open later this week, they have access to a world class fitness center inside the Paralympic Village which is designed to maximise their pre-Game preparations.

According to volunteers staffing the center, instead of being a single large room, as in Beijing, the building has numerous rooms. It, along with the adjacent Village Services Centre, is designed to be converted into a school after the games conclude. Rooms have been structured as a gym, an auditorium, and science laboratories.

Gym equipment is supplied by Technogym, an Italian firm that has supplied gym equipment for the Olympics since 2000. Equipment has been provided not just for for the Fitness Centre, but for gyms at all the Olympic venues. The newest equipment is oriented toward maximum flexibility, allowing athletes to exercise the particular muscles that they most require for their sport.

In addition to the equipment, the Fitness Centre also provides instructors trained in the use of the equipment, the likes of which athletes from many countries have never seen before. There are also a number of instructors available to provide motivational training.

Reform Party of the United States nominates fitness model Andre Barnett for president

Tuesday, August 14, 2012

Fitness model Andre Barnett of Poughkeepsie, New York won the presidential nomination of the Reform Party of the United States at its national convention in Philadelphia last weekend. Consultant Kenneth Cross was selected as his running mate.

Barnett, who founded the company WiseDome, became a fitness model after suffering an injury in a 2000 helicopter incident while serving in the U.S. Army. He participated in last January’s Wikinews Reform Party USA presidential candidates forum, along with then-candidates former Savannah State football coach Robby Wells and Earth Intelligence Network CEO Robert David Steele.

Both Wells and Steele withdrew long before the convention as did others who later announced their candidacies, notably former Louisiana governor Buddy Roemer and former Council of Economic Advisers Senior Economist Laurence Kotlikoff. As Wikinews reported in June, historian Darcy Richardson also sought the nomination, but he tells Wikinews that he did not attend the convention and withdrew from the race in July, “once it became clear the party wasn’t going to qualify for the ballot in Arkansas, New Jersey and a few of the other relatively easy states.”

Two other candidates — Cross, who later won the vice presidential nomination, and Dow Chemical worker Edward Chlapowski — attended the convention, where they debated Barnett before the delegate vote.

In his acceptance speech, Barnett referred to the Reform Party as “the microcosm of America”, and proclaimed that as the party’s nominee, he would not focus on social issues that “[belong] outside of politics”, but instead would center his campaign on the economy, defense, and education.

The Reform Party currently has ballot access in four states: Florida, Louisiana, Mississippi, and Kansas; but in June, the disaffiliated Kansas Reform Party chose to nominate 2008 Constitution Party presidential nominee Chuck Baldwin.

Fur Prices May Fall In The Second Half Year

By Himfr Paul

At present, the fur market entry stalemate, and now People’s Bank yet to raise interest rates, so fur market situation will remain for some time, with the advent of the price hike will slowly drop to the pressure when the market will really be revealed . Is expected to fur prices began to drop this fall, next summer or fall to reach the lowest point, and then with the advent of inflation, the real, fur prices expected to remain high. High production costs, in terms of the processor is a pain, because the price of finished products must adapt to the price of fur, the fur is not a necessity because of the different consumer groups, a huge difference, which requires companies to do fur good design and marketing.

Reality for farmers is not entirely bad news, since last year, breeding companies feel the heat in different markets in the past, while the processing industry can only passively accept the current price, the market has been reversed, and processing sectors led the market over the past changes in the pattern of earth-shaking changes have taken place, from the current economic situation, that the relations of production may have to continue for some time. Fur real price is high on the operation of production and processing chain shuffling speed, this is only the first step, when processing difficult, the market is once again back to bite farming industry, but the time has nothing different, the result is similar.

Therefore, the aquaculture industry should be prepared in advance to find a new growth point, focus on economic change, do not expand the group saw the price of another job, not an expanding group of market conditions can be reversed. If the market deteriorated, that investment returns or earnings will be eroded and may even lose money, sound may be the best mode of development. Save power do to prepare the next development is necessary, that is, not to put all the assets of aquaculture, but to do relevant supporting work.

Compared to other types of fur, the author still stubbornly believe that mink and fox fur in the future the impact on smaller, mink consumers generally are middle class or the spending power of consumers, so it is more affected by the impact of the economic situation small amount may be smaller than fox fur, but many women basically have a fox fur collar over the clothes, at least I think so, since ancient times, fox is a symbol of high-end clothing, As long as do the design work, the market will give designers a satisfactory answer.

Raccoon skin is not favorable due mainly to the materials used in previous years too, is time-limited fashion, from last year’s Spring Festival to the present, most of raccoon skin fashion sales in a number of county and township, which also illustrates one aspect of its sales will be further reduced. Some scholars believe that the renminbi would not appreciate, but will depreciate, aquaculture and production of production to be considered the owner of RMB devaluation Guowai mink and fox fur price impact.

In the choice of materials, the domestic mink and fox may raise the amount of some. I have not experienced in this age of the Great Depression, but reading a lot of the articles describing the Great Depression, the Great Depression of the understanding that the price is high but the consumption is decreasing, in these two years, circulation areas and farming households Some days may be better, but always pay attention to the risk of walking to see, leave some leeway for himself, because the future is most difficult to grasp.

U.S. Supreme Court upholds health care mandate

Thursday, June 28, 2012

In a decision today, the U.S. Supreme Court has upheld the controversial healthcare law, the Patient Protection and Affordable Care Act, passed in 2010. The Supreme Court also upheld the individual mandate provision of the law, which would require most U.S. citizens to obtain health insurance by 2014, or pay a monetary penalty.

The Supreme Court ruled on the law 5–4. Chief Justice John Roberts authored the majority opinion. Justices Stephen Breyer, Ruth Bader Ginsburg, Elena Kagan and Sonia Sotomayor jointed Roberts in the majority, while Samuel Alito, Anthony Kennedy, Antonin Scalia and Clarence Thomas were in the minority in supporting the repeal of the law.

The Court did, however, strike down a provision of the law which would have expanded Medicaid to make coverage available to anyone with an income less than 138% of the federal poverty line.

President Barack Obama made a public statement from the White House saying that the Supreme Court’s upholding of the law, “reaffirmed a fundamental principle that here in America — in the wealthiest nation on Earth – no illness or accident should lead to any family’s financial ruin.” Obama further added, “Whatever the politics, today’s decision was a victory for people all over this country whose lives will be more secure because of this law and the Supreme Court’s decision to uphold it.” Obama closed his statement by saying, “The highest Court in the land has now spoken. We will continue to implement this law. And we’ll work together to improve on it where we can. But what we won’t do — what the country can’t afford to do — is refight the political battles of two years ago, or go back to the way things were.” Adding, “With today’s announcement, it’s time for us to move forward — to implement and, where necessary, improve on this law.”

Republican presidential candidate Mitt Romney also gave a statement from Washington, D.C. saying, “What the Court did not do on its last day in session, I will do on my first day if elected President of the United States. And that is I will act to repeal Obamacare.” Romney clarified further by saying, “Let’s make clear that we understand what the Court did and did not do. What the Court did today was say that Obamacare does not violate the Constitution. What they did not do was say that Obamacare is good law or that it’s good policy.” Further adding, “Obamacare was bad policy yesterday. It’s bad policy today. Obamacare was bad law yesterday. It’s bad law today.” Romney closed by saying, “Our mission is clear: If we want to get rid of Obamacare, we’re going to have to replace President Obama.”

Eric Cantor, Republican leader in the U.S. House of Representatives, announced shortly after the ruling that the House would vote on repealing the law on July 11, following the July 4 holiday recess. Cantor said, “The Supreme Court’s decision to uphold Obamacare is a crushing blow to patients throughout the country. Obamacare has failed to keep the President’s basic promise of allowing those who like their health care to keep it, while increasing costs and reducing access to quality care for patients.”

In the ruling of National Federation of Independent Business v. Sebelius, John Roberts wrote, “Simply put, Congress may tax and spend. The federal government may enact a tax on an activity that it cannot authorize, forbid or otherwise control.” Meanwhile, Justice Anthony Kennedy authored the dissenting opinion, saying the entire law should have been repealed.

The ruling on the law comes after 26 states challenged the law in oral arguments in front of the Supreme Court in March.

Fatal police helicopter crash in Slovakia due to technical failure: preliminary Interior Ministry finding

Sunday, May 21, 2017

Last week’s police helicopter accident in eastern Slovakia was caused by technical failure and not human error, said the Ministry of Interior of the Slovak Republic on Friday. The statement is based on preliminary flight recorder data analysis. Ministry spokesperson Petar Lazarov confirmed the flight recorder and remains of the helicopter will be sent to the United States for further analysis. Helicopter crash occurred during a training exercise on May 10 shortly before 2:30 PM CEST at Prešov Air Base near Prešov, resulting in deaths of two crewmembers and serious injuries of both pilots.

According to initial reports by the Slovak Police Force, the helicopter spiraled down from a height of about 100 metres and 200 metres away from the point of take-off. Slovak tabloid newspaper Plus Jeden De? wrote that, according to a source from the forensic team that analysed flight recorders data, both rotors failed at the same time.

The accident caused fatal injuries to two Fire and Rescue Corps firefighters, First Lieutenant((sk))Slovak language: nadporu?ík Peter To?or, born 1974, and Lieutenant Colonel((sk))Slovak language: podplukovník Radoslav Lacko, born 1968. According to reports, one died on the site, and one in the Louis Pasteur University Hospital in Košice. “The patient suffered serious head and chest injuries. Our doctors resuscitated him for about 50 minutes. Ultimately, he died of his injuries,” said hospital spokesperson Ivana Stašková. Both firefighters were buried on May 16. The helicopter pilots were hospitalized with serious injuries in the Ján Adam Reiman Teaching Hospital with Polyclinic in Prešov. While one of them was stabilized and conscious already on May 10, suffering from right femoral fracture, right rib and facial bone fracture, the second one is still in serious condition at the Department of Anesthesiology and Intensive Medicine, said hospital spokesperson Renáta Cenková.

The Bell 429 GlobalRanger helicopter, registration OM-BYM, was made in 2014 and commissioned by the Aviation Department of the Ministry of Interior on August 17, 2015. The Aviation Department later commissioned another Bell 429 helicopter, registration OM-BYD. According to Bell Helicopter, the primary purpose of both these helicopters was to be “border protection, search and rescue, natural disaster relief missions and road traffic law enforcement”.

Bell Helicopter reacted on the incident, expressing condolences and willingness to assist with the investigation. Members of the National Council started their late-afternoon session on May 10 with a minute of silence for the victims of the crash. Other government officials expressed their condolences as well, including the President Andrej Kiska, the Prime Minister Robert Fico, and the Mayor of Prešov Andrea Tur?anová.

This accident was not the first Bell 429 helicopter crash in Slovakia. On September 7 of last year, an Air-Transport Europe rescue helicopter crashed near Banská Bystrica, killing all three crewmen and a patient aboard. Investigation is still in progress and no preliminary results are known.

Kimi Räikkönen will start first for 2007 European Grand Prix, Lewis Hamilton suffers a crash

Saturday, July 21, 2007

Ferrari driver Kimi Räikkönen won the pole on the FIA Formula-1 2007 European Grand Prix at the Nürburgring, Nürburg, Germany.

Kimi’s rival Fernando Alonso split the two Ferraris and will start between Kimi and Felipe Massa.

Lewis Hamilton suffered a serious crash in the third qualifying session after his tire broke in Schumacher‘s S-curve and he found himself out of the track running at a tangent to the safety wall. Race officials confirmed that Lewis had been “conscious and speaking”. Still, there are reasonable doubts about his fitness for the race Sunday.

BMW Sauber team drivers 4th and 5th, Mark Webber from Red Bull-Renault 6th, Heikki Kovalainen from Renault 7th and Toyota‘s 8th and 9th.

Before this incident Lewis was fifth, but dropped two the tenth place and will probably lose more with the car change if he’ll participate in the race. It seemes that his incretible series of 9 consecutive pole finishes have come to an end.

The race will feature Marcus Winkelhock, the German driver replacing Christijan Albers in Spyker.
