Peng Chang-kuei, a Chinese-born chef credited with creating the internationally popular dish General Tso’s chicken, was yesterday announced to have died by his son.

Chuck Peng told The Associated Press his father died of pneumonia in Taipei, Taiwan on Wednesday. The chef fled China to Taiwan in 1949 and invented the dish shortly thereafter. In the 1970s Peng opened a New York restaurant, which he claimed was a regular haunt of Henry Kissinger. Peng credited Kissinger with the dish’s popularity.

Peng conceived the famed dish, which is unknown in China, as unfried. Garlic and soy sauce provided flavour, as did chillies. Today the chicken is served across the US as fried chicken in a sweet, sticky sauce. The chillies remain, with broccoli also appearing. Peng named it after Zuo Zongtang from his native Hunan Province; Zongtang assisted in suppressing the 19th-century Taiping Rebellion.

Peng said the meal was invented for a US admiral visiting Taiwan. Over three days, Peng was contracted to produce several banquets, with not one repeated dish. After exhausting traditional chicken dishes Peng said he created what became General Tso’s chicken as an experiment.

In later years he ran Peng’s, a chain of Taiwanese restaurants. General Tso’s chicken also remained popular across the US. His son claimed he remained working in the kitchen until a few months before his death, at 97. In a documentary two years ago, shown photos of General Tso’s chicken served in the US in modern times, he remarked “This is all crazy nonsense.”

Running away from his farming family in Changsha, Peng trained under Cao Jingchen. He fled communist rule that followed the 1930s Japanese invasion. He fathered seven children, six of whom remain alive, from three marriages. Chuck Peng described his father as “very good to other people, [but] very hard on his family.” Peng Jr. spoke of a “very demanding” man who “thought other people’s cooking was no good.”

Two years ago the Taipei City Government awarded Peng an Outstanding Citizen award. Peng, then 95 and unstable, collected the award in person and delivered a speech in Mandarin Chinese.

Buffalo, New York —Sam Savarino, CEO of Savarino Companies, the development company to be in charge of building the Elmwood Village Hotel at Forest and Elmwood Avenues in Buffalo, New York has told Wikinews in an exclusive interview that the contract to buy the properties from 1109-1121 on Elmwood Avenue in Buffalo has been “extended,” but would not elaborate on how long the extension would last.

“We have extended our agreement to purchase the property and will have it under contract for what we hope is a sufficient period of time,” said Savarino.

The hotel would require the demolition of the five properties on Forest and would cause several businesses to relocate or close their doors. The hotel will be 72 rooms and will cost at least 7 to 10 million dollars to build. Wyndham Hotels is expected to be the owner/operator of the hotel. The properites are still owned by Hans Mobius. Two other properties, 605 and 607 Forest might also be part of the proposal, but lawsuits have so far stopped any development from taking place.

Savarino also stated in a recent interview with Wikinews that his company may be “about ready for round two” in the process of resubmitting the hotel proposal to the City of Buffalo’s Common Council and Planning Board.

“If we were to go through the re-zoning process again it could be arduous,” said Savarino.

In July, Savarino “withdrew” the proposal which is undergoing a “do-over,” according to Vice President of Savarino Companies, Eva Hassett.

In related news, several residents around the area of the proposed hotel were speculating that current roadwork to repair and add sewer lines on Forest Avenue were part of the construction process for the proposed hotel. Savarino has denied those claims.

“We are certainly not doing any work on the site nor is any work being performed on our behalf or at our direction [in relation to the hotel],” said Savarino.

So far, the proposal has not been resubmitted to the City’s Common Council or Planning board and there is no word on when the proposal will be resubmitted.

Wyndham Hotels, which is owned by Cendant Corporation, has not commented on the proposal despite several attempts to contact them.

Torture proliferates American headlines today: whether its use is defensible in certain contexts and the morality of the practice. Wikinews reporter David Shankbone was curious about torture in American popular culture. This is the first of a two part series examining the BDSM business. This interview focuses on the owners of a dungeon, what they charge, what the clients are like and how they handle their needs.

When Shankbone rings the bell of “HC & Co.” he has no idea what to expect. A BDSM (Bondage Discipline Sadism Masochism) dungeon is a legal enterprise in New York City, and there are more than a few businesses that cater to a clientèle that wants an enema, a spanking, to be dressed like a baby or to wear women’s clothing. Shankbone went to find out what these businesses are like, who runs them, who works at them, and who frequents them. He spent three hours one night in what is considered one of the more upscale establishments in Manhattan, Rebecca’s Hidden Chamber, where according to The Village Voice, “you can take your girlfriend or wife, and have them treated with respect—unless they hope to be treated with something other than respect!”

When Shankbone arrived on the sixth floor of a midtown office building, the elevator opened up to a hallway where a smiling Rebecca greeted him. She is a beautiful forty-ish Long Island mother of three who is dressed in smart black pants and a black turtleneck that reaches up to her blond-streaked hair pulled back in a bushy ponytail. “Are you David Shankbone? We’re so excited to meet you!” she says, and leads him down the hall to a living room area with a sofa, a television playing an action-thriller, an open supply cabinet stocked with enema kits, and her husband Bill sitting at the computer trying to find where the re-release of Blade Runner is playing at the local theater. “I don’t like that movie,” says Rebecca.

Perhaps the most poignant moment came at the end of the night when Shankbone was waiting to be escorted out (to avoid running into a client). Rebecca came into the room and sat on the sofa. “You know, a lot of people out there would like to see me burn for what I do,” she says. Rebecca is a woman who has faced challenges in her life, and dealt with them the best she could given her circumstances. She sees herself as providing a service to people who have needs, no matter how debauched the outside world deems them. They sat talking mutual challenges they have faced and politics (she’s supporting Hillary); Rebecca reflected upon the irony that many of the people who supported the torture at Abu Ghraib would want her closed down. It was in this conversation that Shankbone saw that humanity can be found anywhere, including in places that appear on the surface to cater to the inhumanity some people in our society feel towards themselves, or others.

“The best way to describe it,” says Bill, “is if you had a kink, and you had a wife and you had two kids, and every time you had sex with your wife it just didn’t hit the nail on the head. What would you do about it? How would you handle it? You might go through life feeling unfulfilled. Or you might say, ‘No, my kink is I really need to dress in women’s clothing.’ We’re that outlet. We’re not the evil devil out here, plucking people off the street, keeping them chained up for days on end.”

Qatari non-profit organization Gulf Organization for Research and Development (GORD) launched a low emissions car at the 2012 United Nations Climate Change Conference (COP 18) in Doha. The car was designed and developed in Qatar.

Revealed during a press conference at the Qatar National Convention Centre, the car in addition to an internal combustion engine, includes an automotive thermoelectric generator designed to capture waste heat to produce hydrogen. GORD expects the heat waste collecting system to be compatible with any gasoline or compressed natural gas car.

GORD chairman Dr Al-Horr summarised the key concepts of the invention in a statement saying, “Our car produces electricity at no cost by capturing thermal waste energy, reducing costs and eliminating the need for an external source of electricity. Also, bulky compressed-hydrogen cylinders are a thing of the past, as our concept accomplishes the production of hydrogen by using water through fuel cells integrated within the car.”

Most of the energy in Qatari vehicle comes from the the car’s gasoline tank, supplemented by a thin film photo-voltaic panel on the roof. Normally in a combustion engine, chemical energy stored in a fuel, such as gasoline, is converted into heat energy through combustion. This heat energy is then converted into mechanical energy, manifested as an increase in pressure in the combustion chamber due to the kinetic energy of the combustion gases. The kinetic energy of these combustion gases are then converted into work; because of the inefficiencies in converting chemical energy into useful work, internal combustion engines have a theoretical maximum effiecincy of 37% (with what is achievable in day to day applications being about half of this). Of the chemical energy in the consumed fuel used by an internal combustion engine 40% is dissipated as waste heat. However, the Qatari vehicle uses a thermoelectric generator to convert this waste heat into electricity. Such generators are used in space vehicles, and produce electricity when thermoelectric materials are subjected to a temperature gradient, the greater the gradient the greater the amount of electrcity produced. In the GORD vehicle the electricity produced is used to electrolyse potable water to produce hydrogen which can be introduced into the vehicle’s existing fuel system.

The researchers showed that the heat waste collection engine caused a decrease in the car’s emissions, including a decrease of carbon monoxide and nitrous oxide emissions by more than 50%, the fuel efficiency increasing by 20%. On its website, GORD said that the heat waste collector engine is universal, “Any car can be adapted to accommodate the system as it doesn’t alter any electro-mechanical systems”.

Haitian police yesterday arrested ten United States nationals, five men and five women, over the alleged abduction of 33 children. The nationals tried to cross with the children, aged between two months and twelve years, into the Dominican Republic, but were halted at the border.

The group belongs to the two-month-old New Life Children’s Refuge charity, with some members from Central Valley Baptist Church in Meridian, Eastside Baptist Church in Twin Falls, Idaho, and others from Texas and Kansas. Their claimed intention was to move the quake victims to a temporary orphanage being set up in a hotel-resort in the neighbouring Dominican Republic. Police said the Americans did not have any paperwork or permissions to remove the children from the country. Haiti’s government has imposed new restrictions on adoptions due to concerns about child trafficking during the post-disaster confusion.

The detainees are being held near the capital, Port-au-Prince, and maintain their arrest was a mistake. Laura Silsby, the group’s spokeswoman, insisted on the group acting in good faith and they paid no money for the children. She defended the lack of any authority from Haitian officials, “I was going to come back here to do the paperwork,” asserting that Haitian pastor Jean Sanbil, of the Sharing Jesus Ministries, allowed them to move the children. She claimed, “[w]e had permission from the Dominican Republic government to bring the children to an orphanage that we have there.”

Haitian Prime Minister Jean-Max Bellerive disagreed strongly with group’s actions; “[w]e did not arrest Americans, we arrested kidnappers.” Social Affairs minister, Yves Christallin, told Agence France-Presse that it was “abduction, not an adoption”. He continued, “what is important for us in Haiti is that a child needs to have authorisation from this ministry to leave the country”. He stressed, “[t]his is totally illegal, […] these people did not have that authorization.”

Kent Page, a spokesman for UNICEF in Haiti, also weighed in today saying, “[y]ou can’t just go and take a child out of a country – no matter what country you are in.”

The NCLR group planned to take around 100 children to the Dominican Republic. According to their mission statement, the Baptists‘ intent was to “find healing, hope, joy and new life in Christ” for the Roman Catholic children “as well as opportunities for adoption into a loving Christian family.” To that end they partnered with New Life Adoption Foundation to “help facilitate adoptions and provide grants to subsidize the cost of adoption for loving Christian parents who would otherwise not be able to afford to adopt.” They envisioned building an orphanage at Villa Magante on the northern coast of the Dominican Republic, with facilities for the children, and lodging and amenities for “adopting parents to stay while fulfilling requirement for 60?90 day visit as well as Christian volunteers/vacationing families.”

The children have been transferred to an SOS Children’s village in Santo, to the north of the capital. The site has a medical facility run by the Dominican Red Cross. Staff reported the children were “in a very bad emotional state” and that a small baby had to be temporarily taken to the main hospital. Some children told staff they actually have parents, and a twelve year old said she and her family had believed the New Life Children’s Refuge group wanted to take her to a boarding school in the Dominican Republic. Later, three people arrived at the SOS Children’s village claiming to be relatives of five of the children. They said, “the woman who took the children to DR” told them she organised summer camps in the neighbouring country; they declared they did not intent to permanently part with their children.

Amarick Louis, Haiti’s justice secretary, told the Associated Press that a commission would decide today if the group would go before a judge. Senior Pastor Clint Henry of the Central Valley Baptist Church told reporters New Life Children’s Refuge, and the Haiti mission, are separate from the 25-year-old church. He noted that members of the church were confronted with negative feedback after the arrest of the NLCR group. His congregation prayed for the arrested members of their church during services on Sunday.

San Jose, California — A woman eating a bowl of chili at a Wendy’s restaurant bit into a chewy bit that turned out to be a human finger. She immediately spat it out, warned other patrons to stop eating, and upon recognizing the object as a finger, vomited.

“I’m more of a Carl’s Jr. person,” the 39-year-old Las Vegas woman, Anna Ayala, told Knight Ridder. She said this incident was her first visit to a Wendy’s restaurant. Ayala described how she found the finger, “Suddenly something crunchy was in my mouth,” she continued, “and I spit it out.”

According to Devina Cordero, 20, after Ayala found the finger, she ran up to her and Cordero’s boyfriend and said, “Don’t eat it! Look, there’s a human finger in our chili.”

“We went up to the counter and they told us it was a vegetable,” Cordero continued. “The people from Wendy’s were poking it with a spoon.”

The restaurant is located at 1405 Monterey Highway, just south of downtown San Jose.

Wikinews reporter David Vasquez drove his car up to the drive-thru menu and found that chili was still on the menu, at a price of US$1.19 for a small serving. He also witnessed workers unloading supplies from a semi-trailer truck in the restaurant’s parking lot, and carting them into the back door of the establishment.

According to Ben Gale, director of environmental health for Santa Clara County, the finger did not come from any of the employees at the restaurant. “We asked everybody to show us they have 10 fingers and everything is OK there,” he said. The found portion of the finger likely belonged to a woman because of its long and manicured fingernail, also found in the food.

Officials seized the food supply at the restaurant and are tracing it back to the manufacturer, where they believe the finger may have gotten mixed in with the raw ingredients used to prepare the chili. The restaurant’s operators were later permitted to re-open after preparing new chili prepared from fresh ingredients.

As this story was filed, there was no mention of the incident on the Wendy’s corporate web site. Wendy’s issued a statement through a spokesman.

“Food safety is of utmost importance to us,” said Wendy’s spokesman Joe Desmond. He referred to the incident as an “unsubstantiated claim.”

“We are cooperating fully with the local police and health departments with their investigation. It’s important not to jump to conclusions. Here at Wendy’s we plan to do right by our customers,” Desmond said.

According to county health officials, the unfortunate woman who bit into the finger is doing fine, despite her initial reaction. Officials also noted that the finger would have been cooked at a high enough temperature to destroy any viruses.

The Santa Clara county medical examiner reported that the finger had a solid fingerprint, although investigators did not say if a search of fingerprint databases would be performed to find the owner of the finger.
