Having resisted financial-market pressure for months, Portugal has finally requested an International Monetary Fund (IMF) and European Union bailout.

The emergency loan, believed to total around 75 billion euros, comes three weeks after the country’s prime minister, José Sócrates, resigned following parliamentary rejection of his government’s proposed austerity measures.

Following recent sovereign debt crises in Greece and then Ireland, the Portuguese government’s actions have attracted harsh criticism in the European press. Applauding the request for foreign assistance, Britain’s The Guardian nonetheless lambasts Mr Sócrates for the tardiness of his decision. The British newspaper described Portugal as “the financial-market equivalent of a dead man walking” in an editorial dated April 7.

In Portugal, Público observed that “it will not be easy to accept more austerity, but it will be impossible to accept any more demagoguery, denial of reality, political incompetence or irresponsibility”.

The National Daily noted, however, that the “return of the IMF represents a stinging defeat for Portugal”. Indeed, the political intransigence since Mr Sócrates’s resignation on March 23 was widely viewed as doomed to failure from the outset. The Portguese request, pointed out Spain’s El País, “surprised no-one, but [had] been delayed for political reasons”.

These latest developments will no doubt fuel further criticism of the single currency. In Austria, Vienna’s Der Standard labelled the euro a “deceitful entity”, mocking the claim by European leaders that “States bailed out using taxpayers’ money will be able to repay their debts with restructuring”.

There have been widespread claims that a will to protect the euro has led Brussels to unduly downplay the gravity of the sovereign debt crisis sweeping the continent.

The emergency loan is expected to be delivered before Portuguese elections on June 5.

On October 14, 2008, Canadians will be heading to the polls for the federal election. New Democratic Party candidate Pastor Ryan Dolby is standing for election in the riding of Elgin—Middlesex—London.

Born in Chatham, he moved to St. Thomas in 1994, and recently to the Village of Shedden. An employee of Lear Corporation, Dolby is a CAW Local 2168 member, who serves as Union Benefits Representative, and Local Trustee and Chair of the Union in Politics Committee. A CAW Council Delegate representative, he was appointed to the CAW National Employment Insurance Committee in 2006. He is involved in community organizations ranging from the St. Thomas Action Centre, United Way, the St. Thomas Women’s Shelter and the St. Thomas Fanshawe College Campus Advisory Committee. Having studied at the University of Windsor, he is currently completing the Labour Studies Certificate Program at McMaster University, aiming towards a Bachelor’s Degree in Labour Studies

Wikinews contacted Ryan, to talk about the issues facing Canadians, and what they and their party would do to address them. While it was a Liberal riding for many years, through Jean Chretien’s Parliamentary Secretary Gar Knutson, in 2004, the riding became Conservative, with Joe Preston taking its reigns. Besides Dolby and Preston, the riding’s candidates include Liberal Suzanne van Bommel, Green Will Arlow, CAP Noel Burgon, CHP Carl Hiemstra, and independent Michael van Holst.

A National Academy of Sciences report (.pdf) last year said that while the milk and meat from cloned animals would not likely make anyone sick, more research should be performed. Now, a new US-Japan study published in the April 11 online issue of the Proceedings of the National Academy of Sciences says that milk and meat from cloned cattle does indeed appear to meet industry standards and appears to be safe for human consumption.

As BBC News reports, the scientists, led by Professor Jerry Yang from the University of Connecticut, compared the produce from two beef and four dairy clones, all derived from a single Holstein dairy cow and a single Japanese black bull, with the produce from normal animals of similar age and breed.

The meat was analysed against more than 100 physiological, tissue and cellular components, while the milk was analysed for protein, fat and other variables. No significant differences between the produce of cloned and normal cattle were found. Higher levels of fat and fatty acids were found in the cloned cow meat, but they still fell within beef industry standards.

While the study showed the cloned produce to be within the range approved for human consumption, the scientists stressed that the research was still in its early stages. Their findings, they said, provide “guidelines” for further research with larger numbers of clones from different genetic backgrounds.

Cloning livestock may one day increase yields by copying those animals that are especially productive and especially resistant to disease.

“The milking production levels in the US are three to four times higher than levels in China; maybe even five times or more compared to cows in India and some other countries,” Professor Jerry Yang told BBC News. “Therefore cloning could offer technology for duplicating superior farm animals. However, all the products from these cloned animals must be safe for human consumption. …and it is a major issue for scientists to provide a scientific basis for the data and information to address this question.”

As USA Today reports, there is currently no law governing the sale of meat or milk from the estimated 1,000 to 2,000 cloned farm animals in the USA. But since 2003, the US Food and Drug Administration (FDA) has asked producers to voluntarily keep the meat and milk of these animals, and that of their offspring, out of the food supply.

Wired News reports that companies like ViaGen and Cyagra, which offer livestock-cloning services, have also been waiting for several years for a final say from the FDA.

“For the United States agricultural industry, (cloning) can reduce the number of cows necessary for milking,” said Jerry Yang “They can have a pleasant environment and produce even more milk.” He also said that cloning cattle from the United States, where genetic breeding is more advanced, could save developing countries 50 years of breeding.

The idea of cloning animals for human consumption is not without its critics. First, there are the welfare concerns, as most cloned animals do not make it to term before being born, and many of those that do are born deformed or prone to illness. The Humane Society of the United States has asked for a ban on milk and meat from clones for just this reason. Second, there is still the concern that healthy clones may have subtle defects that could make their food products unsafe to eat.

As the Washington Post reports, some critics are asking why it is necessary to clone cows that produce huge amounts of milk when surpluses, rather than shortages, are the main problem facing the U.S. dairy industry today.

Today, Israel President Shimon Peres has selected Likud leader Benjamin Netanyahu to form the government of the 18th Knesset. 65 Members of Knesset informed the President of their preference of Netanyahu to head the government.

President Peres was persuaded by two factors to choose Likud over Kadima. The Yisrael Beiteinu (Israel Our Home) supports Likud in its attempt to form a government. Kadima Leader Tzipi Livni would not join in a unity government with Likud that the Israel President was attempting to broker between the three largest parties.

Kadima had won a plurality of the seats (28) in Knesset, the Israel parliament, in the February 10th election beating out the right-wing Likud Party by one seat. Livini met with Beiteinu party leader Avigdor Lieberman in an attempt to form the core of an new coalition government. Kadima was expecting to be able to form a government with Labor (13 seats), Meretz and New Movement (3 seats) and Beiteinu (15 seats). This coalition would have 59 seats, but now without Beiteinu only 44 seats making either combination 2 seats or 17 seats short of a majority.

Beiteinu won 15 seats in the election — the third most seats — making it key to the make up of the government. It ran on a plank of loyalty oaths to Israel from Israel’s Arab citizens or have their citizens lost. The initial government coalition of Likud and Beiteinu combined has 44 seats just 19 seats short of a majority.

After official results are published (on February 18, in this election), the President of Israel delegates the task of forming a government to the member of Knesset with the best chance of assembling a majority coalition (usually the leader of the largest party.) That designee has up to 42 days to negotiate with the different parties, and then present his government to the Knesset for a vote of confidence. Once the government is approved (by a vote of at least 61 members), the coalition leader becomes Prime Minister.

Netanyahu will reach out to Kadima first after the announcement of his selection as possible Prime Minister. He will extend several key cabinet position to Kadima. Also, he will be contacting the Labor Party as a possible coalition partner. During the election campaign, Netanyahu stated that not forming a national-unity government when we was previously Prime Minister was a mistake.

According to Netanyahu’s associates, they expect that it is likely that neither Kadima nor Labor will join a Lukid led coalition government. A right-wing government of 65 seats with Shas (11 seats) as the third party is expected.

Peres consulted with 10 of 12 parties with seats in Knesset. Parties with the total of 65 seats recommend Netanyahu to lead the next government. Besides Likud and Beiteinu, Habayit Hayehudi, Shas, National Union and United Torah Judaism indicated a preference for Netanyahu. Other parties (Meretz, Balad, Labor, Hadash and the United Arab List-Ta’al) made no suggestion.

Labor chairman and Defense Minister Ehud Barak indicated Thursday that the Labor is preparing to operating as part of the opposition to the government. He also indicated that Tzipi Livni was not recommended to the President due to the deal that she offered to Our Home.

The choice of Netanyahu has not encouraged Palestinian officials. Netanyahu has been on the record as saying that he supports settlement expansion and believes that negotiations with Palestine are a waste of time. Palestinian president Mahmoud Abbas has said that there will be no negotiation as long as settlement expansion continues. Furthermore the coalition between Likud and Avigdor Lieberman’s party would be a huge blow to the Palestinian’s mainly because of Lieberman’s refusal to negotiate the question of whether or not to divide the city of Jerusalem, a city which Palestinians have hoped to make their capital for a Palestinian state.

Journalist, counselor, painter, and US 2012 Presidential candidate Joe Schriner of Cleveland, Ohio took some time to discuss his campaign with Wikinews in an interview.

Schriner previously ran for president in 2000, 2004, and 2008, but failed to gain much traction in the races. He announced his candidacy for the 2012 race immediately following the 2008 election. Schriner refers to himself as the “Average Joe” candidate, and advocates a pro-life and pro-environmentalist platform. He has been the subject of numerous newspaper articles, and has published public policy papers exploring solutions to American issues.

On November 13, Torontonians will be heading to the polls to vote for their ward’s councillor and for mayor. Among Toronto’s ridings is Don Valley West (Ward 25). Three candidates responded to Wikinews’ requests for an interview. This ward’s candidates include John Blair, Robertson Boyle, Tony Dickins, Cliff Jenkins (incumbent), and Peter Kapsalis.

In an attempt to speak with as many candidates as possible during the 2008 Canadian federal election, Wikinews has talked via email with John Kittredge. John is a candidate in Toronto, Ontario’s St. Paul riding, running under the Libertarian Party banner. Libertarians are a minor, registered political party; they are looking to earn their first ever seat in the House of Commons.

Incumbent Carolyn Bennett of the Liberals is running against Libertarian Kittridge, Conservative Heather Jewell, New Democrat Anita Agrawal, and Justin Erdman, a Green. Bennett was the Minister of Health under previous Prime Minister Paul Martin’s Liberal government. Since it was created in 1935, the riding has been batted about between the Liberals and the now defunct Progessive Conservative party.
