Millions of old New Zealand coins still to be handed in

On November 1, 2006 the old five, ten, twenty and fifty cent coins will be illegal tender, but the Reserve Bank of New Zealand says there are still at least 100 million still to be returned.

According to the Reserve Bank, most of the old coins have been lost in drains or buried in rubbish. “We think there is still another 100 million sitting around in people’s homes,” Brian Lang, currency manger for the Reserve Bank, said.

Lang said: “So far, just over 280 million coins have been returned, but there are more out there. Since 1967 the Reserve Bank has issued more than a billion of the old ‘silver’ coins. So if you don’t want to be stuck with loads of old coin – there’s never been a better time to empty your coin jars, sweep the car glove box and rummage behind the couch cushions.”

The coins still awaiting to be handed in, by either spending them, taking them to a bank or donating them to charity, are estimated to be worth between NZ$5 million and $50 million.

“A last-minute burst of publicity may convince people to bring the coins in. It’s a bit of a hassle though. Human nature being what it is, people just don’t care,” Lang said.The Karori Wildlife Sanctuary located in Wellington say that they have collected over $9,000 in old coins. Sanctuary spokesman, Alan Dicks said: “The campaign was particularly fitting because the old coins depicted tuataras and kiwis, both of which can be found living at the sanctuary. The money will go towards supporting general ecological restoration of the sanctuary. We want to get over ten grand, but the more the better.”

Lang said: “Though the coins will no longer be legal tender, banks will continue to exchange them until at least the end of the year,” and the Reserve Bank will always exchange them. “We are still getting people coming in with two-dollar notes,” Lang added.

Wikimedia Conference Netherlands 2007 held on wikis and education

Yesterday, a chilly Amsterdam hosted the Wikimedia Conference Netherlands 2007. Held at the Aristo centre in a suburb of the city and run by Wikimedia Netherlands, the conference was a short train ride from Amsterdam Centraal railway station. The topic, Wikis and Education (Wiki’s en Educatie in Dutch). This was an opportunity for Wikimedians and people in education to come together and see how collaboration could help both.

Wikinews freelance reporter Brian McNeil caught a train from Brussels in Belgium and attended, making an impression on the Wikimedia Foundation chair, Florence Devouard, by spilling her coffee over the first two speakers approximately three minutes before they were supposed to officially open the conference.

Police arrest train passenger for a 16-hour loud cellphone conversation

A 39-year old woman, Lakeysha Beard, talked for more than half a day while on an Amtrak train going from Oakland, California to Portland, Oregon. The loud cellphone conversation lasted sixteen hours last Monday, after which police stopped the train for twenty minutes at Salem, Oregon to arrest the woman.

According to the British newspaper Daily Mail, Amtrak has no policy forbidding passengers from talking on the phone on a moving train.

In the train’s car, a few passengers asked the woman to put the phone away or to stop a few times during the conversation prior to notifying the train staff. Staff members were unable to convince the woman to end the conversation and stopped the train to arrest the woman and halt the disruption.

As British newspaper Metro mentioned, this cellphone conversation doesn’t beat the record 51-hour phone call by Sunil Prabhakar of New Delhi in 2009.

Sydney, Australia etiquette expert Alex Travers, remarking on a train incident in March, said there is a lack of respect for public transportation from younger generations. The U.S. woman in the current incident, Lakeysha Beard, is 39 years old. Travers said, “I’m afraid we are all in a very bad place as far as we feel about our public transport. People think poorly of it, so therefore they are getting on it with a poor attitude.” She called youths “me-oriented” and said that they “do what they want to do” without thinking about others on the vehicle.

British Chancellor George Osborne downgrades growth forecast in annual budget

The British Chancellor of the Exchequer George Osborne delivered the budget today, an annually-held audit of the country’s finances deciding how taxpayers’ money should be spent. He set out plans to boost the housing market in his fourth budget, as well as stating the economy will grow by 0.6% — half his prediction four months ago.

George Osborne revealed plans to improve the housing market, including a “Help to Buy” shared equity scheme which would offer buyers who can place a 5% deposit on a new house, a 20% loan to buy it. He said: “This is a budget for those who aspire to own their own home”. He also offered a new Mortgage Guarantee, created in conjunction with mortgage lenders — the scheme would allow them to offer loans to homeowners without the need for a large deposit and offer guarantees to support up to £130bn of lending for three years beginning in 2014.

As a measure to attract investment to the British economy, he announced to reduce corporation tax from 21% to 20% taking effect from April 2015. The rate of corporation tax has fallen from 28% in 2010 to the current level of 21%. The United Kingdom is to have lower rates of corporation tax than the USA at 40%, France at 33%, and Germany at 29%.

The Office for Budget Responsibility (OBR) stated the government debt reduction programme to reduce the budget deficit will miss its targets. The government has forecast the total public sector debt will begin to fall by the financial year 2015/2016, while OBR says national debt will reach a high of 85.6% of GDP, £1.58 trillion, in 2016/17. Osborne defended the government efforts to reduce the deficit and said: “Our judgement has since been supported by the IMF, the OECD and the Governor of the Bank of England.”

In response to the Budget speech, the Leader of the Opposition Ed Miliband said: “At the worst possible time for the country. It’s a downgraded budget from a downgraded Chancellor […] Debt is higher in every year of this Parliament than he forecast at the last Budget. He is going to borrow £200 billion more than he planned.”

The Shadow Chancellor of the Exchequer Ed Balls said to The Independent, “They are borrowing £245bn more in this Parliament, we said all along …said this two years ago, if they had moved more quickly with a sensible, targeted package of measures to kick-start the economy, which would have meant at that time more borrowing for a VAT [Value Added Tax] cut to bring forward housing investment, then we would have got the economy growing and the deficit coming down.”

The Business Secretary Vince Cable told the BBC in an interview, the “age of austerity” would probably end within the current decade, but made no more definite forecast.

The head of the British Federation of Small Businesses, John Walker, said: “The Budget opens the door for small businesses to grow and create jobs. The Chancellor has pulled out all the stops with a wide ranging package of measures to support small business. […] [W]e are pleased to see the scrapping of the 3p fuel duty due in September”.

Len McCluskey, the General Secretary of Unite the Union, criticized the budget for not helping working families. He said: “This is a Budget for the few by the few that attacks the many. Millionaires are days away from getting a £40,000 tax cut from the Tories, but George Osborne is using the budget to attack hard-working public sector workers. The worst chancellor in British history has gone further by giving big business another tax cut while staff caring for the sick get pay cuts. […] [H]e should have raised the national minimum wage by £1 and drop the senseless plan to give millionaires a tax break in a few days’ time”.

Chile’s President-elect’s battle with delinquency becomes personal

Late on Thursday, at approximately 21:20 local time, the home of Cristián Larroulet, the nominated Ministry General Secretariat of the Presidency under President-elect Sebastián Piñera of Chile, was burglarized while his wife and son were home alone. Two suspects physically assaulted them, before making off with valuables.

Future Ministry Larroulet lives in the Santiago commune of Las Condes. Two subjects, presumed to be teenage delinquents, were surprised to find Larroulet’s wife, María Isabel Philippi, and son, Matías (aged twenty), on the premises. The two suspects, who used metal beams as weapons, proceeded to tie up their two victims with shoe laces, and assault them. Within ten minutes the suspects, whom the Chilean media describes as “anti-socials”, rampaged the home, leaving with jewelry, electronics including a laptop and an iPod, and other items.

Piñera arrived at the home at 00:10 hours on Friday in solidarity and support of Larroulet and his family. Both the identity and whereabouts of the two suspects is unknown at this time. The Chilean Carabineros (the uniformed national police) of the OS-9 force will continue with a full investigation. Larroulet stated on Friday morning that both his wife and son are in good condition following what he described as a “very raw experience.”

In the 1990’s, Chile’s crime rate was below that of the United States. In the past decade, however, Chileans have experienced an increase in violent burglary crimes, which are currently rated as moderate to high. One of Piñera’s main campaign promises was to combat crime in Chile, having posted billboards throughout the country reading, “Delinquents, your party is over.” Larroulet has criticized the politics directing citizen security under the current government party, the Concertación, stating, “I have no doubt that those governing the Concertación are missing a clearer political determination for combating delinquency,” adding “the importance is in condemning these acts and voice that combating delinquency is a priority for all Chileans.”

10 Slam Dunk Crafts For Little Kids And Bigger Kids Too!

Crafting with young children really isn’t about creating something in particular. Most young children don’t have the foresight to see what a project is going to be.

For young children it’s more important that they have the opportunity to play and experiment with art. Kids need to use as many of their senses as possible to get the most out of crafting. This allow them to try new sensory experiences, as well as learn causal relationships.

These are my 10 favorite crafts for little kids based on all that AND the ‘fun factor.’

1. Finger painting: Finger painting is a wonderful activity for kids. It lets them ‘feel’ the craft as well as be creative. You don’t have to have finger paints to do this activity with kids. You can finger paint with homemade paint, watercolors or even mud. You can also experiment with adding

other things to the paint such as sand or glitter.

2. Yarn Painting: Dip pieces of string or yarn into paint and then drag it across the paper to paint with it. It’s a good experience to paint with something other than a brush and you can just throw the yarn away when finished.

3. Q-Tip Painting: Use Q-tips to create a painting. There are lots of ways to use a Q-tip – scrub, dot, or use it like a brush. It’s a good coordination exercise because Q-tips are small around, but it also provides a lot of interest for the child.

4. Glue Art: Draw squiggle lines on a piece of paper or let the child use their finger to make random glue spots or patterns on a piece of paper. Experiment with adding different objects to the glue. Sand, glitter, cotton, yarn, feathers, and tissue paper all work well.

5. Salt Dough Sculpture: Make a batch of salt dough and turn the kids loose with it. You don’t have to worry about them eating it (it’s safe and tastes terrible) and clean up is easier than play dough. If you want to keep their creations, let them dry overnight and then paint them the next day.

6. Toe Painting: If it’s a warm summer day, put on the swimsuits, put some finger paint into pie tins, lay out large sheets of poster paper, and let them ‘paint’ all afternoon. They will have a ball and all you have to do is hose them off when they are done (that’s my kids’ favorite part actually!)

7. Found Object Art: This project is always a sure thing because kids love to ‘discover’ things. Let your child gather up leaves, sticks, flowers, etc. and then glue them onto a piece of paper. When they are done, let them tell you about their collection.

8. Peanut Pictures: Every kid loves to play with packing peanuts — but it makes such a mess. Let them create pictures with them instead. Kids can draw on them, glue them to a sheet of paper, or glue the peanuts to each other to make a sculpture. The kids will love it!

9. Sticker Play: Turn your child loose with a bunch of stickers, markers, and a sheet of paper and let them create. It’s good for little ones to work on their coordination, and it’s fun!

10. Stamping: Kids love to use any kind of stamps. My favorites are the self-inking stamps or the double-sided markers with the stamps on one end. This may sound like pure play, but is also teaches young children cause and effect.
