China overtakes Germany as world’s biggest exporter

Chinese officials have said that their country’s exports surged last December to edge out Germany as the world’s biggest exporter.

The official Xinhua news agency reported today that figures from the General Administration for Customs showed that exports jumped 17.7% in December from a year earlier. Over the whole of 2009 total Chinese exports reached US$1.2 trillion, above Germany’s forecast $1.17 trillion.

Huang Guohua, a statistics official with the customs administration, said the December exports rebound was an important turning point for China’s export sector. He commented that the jump was an indication that exporters have emerged from their downslide.

“We can say that China’s export enterprises have completely emerged from their all-time low in exports,” he said.

However, although China overtook Germany in exports, China’s total foreign trade — both exports and imports — fell 13.9% last year.

Tennessee town mulls ‘stop work order’ as construction of controversial grain tanks begins

Mayor Scott Jewell of the city of Dyer, Tennessee did not issue a “stop work order” to Dyer Grain Company late Tuesday afternoon as had been expected. The order would have temporarily halted construction of new grain storage tanks.

Dyer Grain’s efforts at expansion have been blocked several times over the past few years both by zoning restrictions on the height of structures and by citizens groups who filed suit against the grain company and the city’s board of zoning appeals. The lawsuit was dismissed two months ago. The Dyer City Council then amended the zoning ordinance to include “grain storage tanks and bins” in a section of the ordinance listing exclusions, such as free standing spires and towers, to the regular 40 foot height restriction on buildings.

Several citizens spoke at the November 28 city council meeting to address alleged deficiencies in the building permit issued to Dyer Grain. The citizens claimed that according to the site plan filed with the application for the permit, the location of the tanks will violate another provision in the zoning ordinance restricting the height of all structures to the distance from surrounding property lines plus ten feet. The citizens were also concerned over a “grain conveyor” that will cross a city street. Mayor Jewell indicated that he would contact the Gibson County building inspector (who is contracted by the city to act as the municipal inspector) to research the citizens’ concerns.

Jewell contacted Ricky Bailey, Gibson County Building inspector, on Wednesday. Bailey reportedly could find no deficiencies with the permit and, based on this advice, Jewell chose not to issue the stop work order himself. The City Council could still meet and vote to issue the order. The council meets the second Monday of each month.

“The main problem is that the grain company is in an industrial zone — which is located smack in the middle of a low-density residential zone.” Nathan Reed, an elected Alderman of Dyer said, “The property values in the area have increased (with inflation) but not at the same rate as other properties.”

Normal buildings, such as offices and warehouses, can’t exceed 40′ plus 10′ to the eave. The requested change in the ordinance changes the status of the towers from a building to the same status of an antenna or tower.

Mr Reed added, “The height to the eave is 76′, the height to the top of the tank is 105′, the height to the top of the elevator (atop the tank) is 133′. The 133′ is the only measurement that matters now because the change to the zoning ordinance means this is no longer a “building”, but rather the same as an antenna or tower.”

“The grain company specifically requested that change to the ordinace — which was opposed by several citizens…They can build it as high as they like so long as it conforms to the overal height restriction for towers, spires, etc.”

Mr Reed commented on additional concerns, “The citizens are concerned about the health effects of (additional) grain dust, noise, and grain explosions.”

The new construction is expected to generate annual property tax revenues of $10,000 to $16,000.

Adobe to Purchase Macromedia for $3.4 Billion

Adobe Systems, Inc. announced today that they will acquire Macromedia, Inc. for an estimated $3.4 billion in stock. Bruce Chizen, the chief executive officer of Adobe said that “Customers are calling for integrated software solutions that enable them to create, manage and deliver a wide range of compelling content and applications — from documents and images to audio and video. By combining our powerful development, authoring and collaboration software — along with the complementary functionality of PDF and Flash — Adobe has the opportunity to bring this vision to life with an industry-defining technology platform.”

The acquisition is expected to close in the fall, subject to approval by the stockholders of both companies and regulatory approvals. Under the terms of the agreement holders of Macromedia stock will receive 0.69 shares of Adobe stock for every share of Macromedia stock. Macromedia stockholders are expected to own approximately 18 percent of the combined company.

The two companies have in the past been rivals and some of their products compete in similar niches. For example, both Adobe Photoshop and Macromedia Fireworks are graphics editing programs, and both Adobe GoLive and Macromedia Dreamweaver are webpage design applications.

In the combined company, the current CEO of Adobe, Chizen will continue as CEO. Stephen Elop, president and CEO of Macromedia, will become president of worldwide field operations. The combined company will keep the name “Adobe”, and will focus on integration and growth.

Bangladesh security tightened following Pilkhana massacre and Bashundhara City fire

Following the Pilkhana massacre which occurred February 25 and 26 leaving 74 dead and the inferno at the Bashundhara City shopping mall complex March 13 leaving seven dead, Prime Minister Sheikh Hasina said security measures are being tightened countrywide across Bangladesh.

Fire drills will be enacted at all key-point installations (KPI). Fire fighting systems will be examined by the fire brigade and the public works department (PWD) to ensure functionality. Security measures will be enhanced supplementing areas under private security such as at the Bashundhara City Complex.

The Fire Service and Civil Defence Department requires modernization and needs new equipment to fight fires past the sixth floor of buildings. The Fire Brigade says it needs turntable ladders, snorkels, foam-tenders, lighting units, emergency tenders, fireproof uniforms, and rescue ropes for fire fighting and rescue operations. Transportation to fires is also an issue due to narrow roads, low electrical wires and congestion.

The Bangladesh National Building Code requires fire fighting equipment installed in buildings over seven floors. This code is to be monitored by authorities to ensure compliance with the new guidelines and to make sure buildings are being maintained.

The Bashundhara City Complex opened Monday for shoppers two days after Friday’s blaze. A probe is underway to determine the cause of the fire and to assess structural damage.

Loss of life was minimized as the blaze broke out on a Friday, the beginning of the weekend in Bangladesh, so offices in the upper floors were empty. The lower eight floors are used for shopping and the upper floors are all Bashundhara Group offices.

The mall is valued at Tk 7.0 billion (US$100 million). It is not known if the complex is covered by fire insurance.

It is estimated that it will take over two years to rebuild the area damaged by flames which were burned down to a skeleton. Bashundhara City’s technical advisor, Latifur Rahman, estimated damages at Tk 2.0 billion (US$29m).

Only one television cameraman has been allowed in to film the burnt area. None of the 2,500 shops, cinemas or cafes were burnt by the inferno. The seventh and eighth floors still experience smoke damage, and there was water damage to merchandise.

A three member committee is currently investigating the cause of the fire which will consist of Iqbal Khan Chowdhury, joint secretary of the ministry, representatives of the police, IGP Noor Muhammad, and fire brigade, Director General Abu Nayeem Md Shahidullah. The committee is required to report within the week with their findings. The forensics department is also sifting through the burnt remains.

The Dhaka Chamber of Commerce and Industries has also formed a committee which has begun interviewing witnesses and recording their testimony alongside the government committee.

It has been discovered that 150 closed circuit cameras were not being used when the fire started. Another mystery is why the mall fire fighting system has been found unused.

“In the shopping mall there is an ultra-technology elevator which runs even without electricity but we have found that locked,” Iqbal Khan Chowdhury, joint secretary (Police) of the home ministry, said. “Why the fire burnt so fiercely is a matter to think. We have to see if there was any incendiary substance there. These matters seem to be mysterious.”

Mall management has been asked to submit substances and items which would have been in the upper floors when the fire started. The fire erupted on the 17th floor and spread quickly to the two floors above and engulfed the three floors below. The aerial ladders belonging to the Fire Service and Civil Defence reached as high as the 13th floor of the 21-storey building.

Videos have been sent to the United States (US) for examination to assist in determining the cause of the fire and to help in the damage assessment. Experts from the US are expected to arrive soon.

Firefighters were brought to the rooftop of the 20-storey tower by helicopter. The only fatality in this operation was Baki Billa, a firefighter of Bashundhara City firefighting department, who fell when climbing down a rope from a helicopter to the roof of the building. Three other firefighters made the transition safely. At this same time, the chief security officer was safely rescued by the Bangladesh Air Force helicopter, a Bell 212. Six security officers of the complex also lost their lives.

New ‘deadly’ sexual enhancement products have been found in Singaporean markets and can cause serious side effects on users.

The Health Sciences Authority (HSA) announced the presence of the illegal drugs, known as Power 1 Walnut, Santi bovine penis erecting capsule, Zhong Hua Niu Bian and fake Cialis, which have been discovered over the past 3 months. Santi bovine penis erecting capsule has been found to contain high amounts of glibenclamide, a potent drug used to treat diabetes. The tablets also contain sildenafil and tadalafil – potent western medicines used to treat erectile dysfunction. Zhong Hua Niu Bian also contains sildenafil and glibenclamide.

High consumption of the tablets can be potentially deadly as the glibenclamide in the capsules can lead to drastically reduced blood sugar levels which can lead to seizures, stroke, coma or death. Consuming half of a Power 1 Walnut capsule has led to unconsciousness and frothing at the mouth.

Consumption of Power 1 Walnut has led to the death of a middle age man last week who fell into a coma. Currently, one death and two cases of coma have been reported from the total of 89 hospitalised cases linked with the consumption of the illegal drugs. It has been revealed that patients obtained the drugs by purchasing them from illegal peddlers located in various parts of Singapore.

The HSA has advised people to stop consuming the drugs and to report on any cases of consumption to them.

Dam removal proposal for Klamath River

A proposal was made to remove four hydroelectric power generating dams across the Klamath River in Southern Oregon and Northern California. Intended to improve the habitat and range of salmon, the project requires agreements with the dams’ owner PacifiCorp and several federal government agencies. A coalition of Native American tribal leaders, fishermen, farmers, various governmental agencies, and environmental groups developed the proposal after two-years of negotiations.

The project would cost an estimated $1 billion to complete, and would be the largest project of its kind in U.S. history. The earliest dam removal would begin is 2015.

WaterWatch, Oregon Wild, the Hoopa Valley Tribe, and some farmers oppose the proposed agreement for a variety of reasons.

If implemented the removal would allow for 300 more miles of river habitat for spawning salmon. It would also include a new tribal reservation covering 90,000 acres for the Klamath Tribe. Funding has yet to be allocated for the entire project that includes habitat restoration in addition to the removal of the dams.

Additionally, it has yet to be determined who would pay for the actual demolition of the dams owned by PacifiCorp. Discussions that led to this proposal began in 2004 after PacifiCorp applied to renew its power generating licenses for its dams on the river.

What is an MRI?

The Study’s Results and Implications

Despite the availability of MRI technology for the past 40 years, few studies have used the device to study the brains of individuals affected by cerebral palsy. Using MRI technology, researchers involved in the study “Volumetric Magnetic Resonance Imaging Study of Brain and Cerebellum in Children with Cerebral Palsy” (published in the July 3 issue of BioMed Research International), researchers looked at images of the brains of nearly 100 children affected by cerebral palsy as well as a nearly-equal number of brains of children without the condition but who were identical in age and sex to the children with cerebral palsy. The MRI data showed researchers that, in children with cerebral palsy:

1. There was an increased likelihood of periventricular leukomalacia being present. This is a medical condition characterized by bleeding near the ventricles of the brain;2. There is also an increased likelihood that hydrocephaly – build-up of fluid within the brain – is present;3. Total brain volume was “substantially” less than the brain volume of children without the condition. This included the cerebellum, the area of the brain responsible for movement;4. Gray matter volume was reduced, which suggested damage and degradation.

Overall, the picture painted by the MIR data in the study helped researchers gain a better understanding of what happens from a physiological standpoint when an individual develops cerebral palsy. The researchers concluded that increased usage of MRI scans in patients with cerebral palsy can not only help detect treatable conditions such as hydrocephaly, but it can also help medical professionals create a more individualized prognosis and treatment plan for patients. This is important, as no two individuals are affected by cerebral palsy in the same manner.
