US Republicans query Linux Foundation about open-source security

On Monday, two US Republican Party legislators, Greg Walden and Frank Pallone Jr., respectively the chairman and the ranking member of the United States House Committee on Energy and Commerce, co-wrote a public letter to Jim Zemlin, executive director of The Linux Foundation, about open-source software (OSS) and improving its security. They requested Zemlin to answer their questions by no later than April 16.

The letter contained the following four questions; each of the first two has a further two follow-up questions.

  1. Has the CII [Core Infrastructure Initiative] performed a comprehensive study of which pieces of OSS are most crucial to the “global information infrastructure”?
    1. If not, does the CII plan to perform such a study?
    2. What would the CII need in order to do so?
  2. Has the CII, or any other organizations, compiled any statistics on OSS usage?
    1. If not, does the CII plan to perform such a study?
    2. What would the CII need in order to do so?
  3. In your estimation, how sustainable and stable is the OSS ecosystem?
  4. Based on your response to the previous question, how can the OSS ecosystem be made more sustainable and stable?

Walden and Pallone exemplified Heartbleed, a “critical cybersecurity vulnerability” that allowed the hacking of websites and passwords, and millions of medical records in 2014. They also wrote that, in response to that vulnerability, The Linux Foundation established a multi-million dollar project, the Core Infrastructure Initiative, intended to improve the global infrastucture of such software.

The politicians noted large tech companies like Microsoft, Apple Inc., and Adobe Systems respond more quickly to such critical vulnerabilities than distributors and developers of open-source software.

Open-source software is “publicly accessible” and usually freely-licensed for a wide range of use, such as modification and commercial uses. Walden and Pallone also expressed praise toward open-source software and cited a 2015 survey conducted by Black Duck Software saying 78% of companies used such software.

Publicity Performance Not Enough?

Even after a nice piece in a national publication, or astint on a popular talk show, do you still have a feelingthat your public relations dollar could be better spent?

As a business, non-profit or association manager, doquestions like that linger in your mind?

Because if they do, you may be coming down with a realcase of I want my PR money s worth!

If that s how you feel, I d guess that you re probably doingvery little that s positive about the behaviors of thoseimportant outside audiences of yours that most affect youroperation.

Which means you may be failing to create external stakeholderbehavior change that leads directly to achieving yourmanagerial objectives. In other words, failing to persuadethose key outside folks to your way of thinking, or move themto take actions that allow your department, division orsubsidiary to succeed.

Be assured that the right public relations really CAN alterindividual perception and lead to the changed behaviors youneed. But it will require more than special event parties,brochures and news releases if you honestly want that PRmoney s worth.

Fortunately for all of us, people really do act on their ownperception of the facts before them, which leads topredictable behaviors about which something can be done.When we create, change or reinforce that opinion byreaching, persuading and moving-to-desired-action the verypeople whose behaviors affect the organization the most,the public relations mission is accomplished.

The results of such activity can be truly surprising: strongerrelationships with the educational, labor, financial andhealthcare communities; prospects starting to work withyou; customers making repeat purchases; improvedrelations with government agencies and legislative bodies,and even capital givers or specifying sources looking yourway.

The passage of time should add still more results: forexample, enhanced activist group relations, membershipapplications on the rise; new proposals for strategic alliancesand joint ventures; rebounds in showroom visits; communityservice and sponsorship opportunities; and expandedfeedback channels, not to mention new thoughtleader andspecial event contacts.

The fact that your most important outside audiences reallyperceive your operations, products or services in a positivelight is a key plank in your PR platform. So vital, in fact,that your PR people must buy into the effort from the get-go.Be especially careful that they accept the reality thatperceptions almost always lead to behaviors that can help orhurt your unit.

Take the time to review the PR blueprint in detail withyour staff, especially how you will gather and monitoropinion by questioning members of your most importantoutside audiences. Questions like these: how much do youknow about our organization? How much do you knowabout our services or products and employees? Have youhad prior contact with us and were you pleased with theinterchange? Have you experienced problems with ourpeople or procedures?

Gathering opinion data for the perception monitoringphases of your program can certainly be handled byprofessional survey people, should the budget be available.But always remember that your PR people are also in theperception and behavior business and can pursue the sameobjective: identify untruths, false assumptions, unfoundedrumors, inaccuracies, misconceptions and any othernegative perception that might translate into hurtful behaviors.

A word about your all-important public relations goal. You llneed one that speaks to the problems that cropped up duringyour key audience perception monitoring. Probably, it willrequire correcting that gross inaccuracy, straightening out thatdangerous misconception, or doing something about thatdamaging rumor.

In this business, a goal needs a strategy to show you how toget where you want to go. Also, there are just three strategicchoices available to you when it comes to handling a perceptionor opinion challenge: create perception where there maybe none, change the perception, or reinforce it. As luck wouldhave it, the wrong strategy pick will taste like marshmallowson your refried beans, so be certain the new strategy fits wellwith your new public relations goal. For example, you don twant to select change when the facts dictate a reinforce strategy.

What s needed here is the right, corrective phrases.Persuading an audience to your way of thinking is genuinelyhard work. We need words that are compelling, persuasive andbelievable, as well as clear and factual. This must be doneif you are to correct a perception by shifting opinion towardsyour point of view, leading to the desired behaviors.

Now we pick out those communications tactics most likelyto carry your words to the attention of your target audience.Sit down again with your communications specialists and readyour message for impact and persuasiveness. Then selectfrom dozens of available tactics such as speeches, facility tours,emails, brochures, consumer briefings, media interviews,newsletters, personal meetings and many others. But be certainthat the tactics you use are known to reach folks just likeyour audience members.

Since the credibility of a message can depend on its deliverymethod, you could introduce it to smaller gatherings rather thanusing higher-profile communications such as news releases ortalk show appearances.

When the topic of progress reports comes up, it s your reminderthat the PR team should return to the field for a second perceptionmonitoring session with members of your external audience.Using many of the same questions used in the first benchmarksession, you ll now be watching very carefully for signs thatyour communications tactics have worked and that the negativeperception is being altered in your direction.

Should you want to move things along a little faster, accelerateyour PR program with a wider selection of communicationstactics AND increased frequencies.

Now, hopefully, when it becomes obvious to you that publicityperformance just is not enough, you will undertake to dosomething positive about the behaviors of those importantoutside audiences of yours that most affect your operation.In other words, create external stakeholder behavior changethat leads directly to achieving your managerial objectives.

Again hopefully, you will do the job by persuading those keyoutside folks to your way of thinking, thus moving them totake actions that allow your business, non-profit or associationto succeed.

Anti-tax tea parties held across the USA

Anti-tax anti-spending rallies called Tea Parties took place across the United States Wednesday. The rallies were held in various locations from Boston, Massachusetts to San Francisco, California.

Wednesday was chosen by organizers as it is the federal income tax filing deadline, as well as the deadline for many states. The rallies were named after the Boston Tea Party, a 1773 pre-American Revolution event protesting taxation without representation.

Organizers indicated that Tea Parties took place at more than 850 locations, with a combined total of 750,000 to over 1 million attendees. The Americans for Tax Reform has tallied 242 locations with around 299,071 attendees.

In Washington, D.C., several thousand protesters demonstrated outside the White House about taxes and excess spending by the national government. The Secret Service stopped the rally after a suspicious package was tossed over the White House fence. With the area cleared, a bomb squad robot inspected the package that turned out to be a box of tea bags. The area was reopened.

Wikinews interviews Sue Gardner on Wikipedia blackout

This article mentions the Wikimedia Foundation, one of its projects, or people related to it. Wikinews is a project of the Wikimedia Foundation.

Today, the English version of Wikipedia is taking part in a 24-hour ‘blackout’ to protest two proposed U.S. anti-piracy laws, the Stop Online Piracy Act and the PROTECT IP Act. The protest mirrors similar actions from other websites including Reddit and Boing Boing. The White House stated on Saturday that they “will not support legislation that reduces freedom of expression, increases cybersecurity risk, or undermines the dynamic, innovative global internet”.

In the midst of the Wikipedia blackout, executive director of the Wikimedia Foundation Sue Gardner answered some questions posed by Wikinews’ Tom Morris about the effectiveness of, and background to, the blackout.

((Tom Morris)) Do you think the blackout is going to actually be effective?

((Sue Gardner)) Yes. In my opinion, the blackout has two main goals—to raise awareness about the dangers of SOPA and PIPA, and to encourage readers to contact their elected representatives and give their views. The first has already been accomplished: there are already more than 4,000 stories in Google News about the blackout, and it was a trending topic on Twitter almost immediately. So we know we’ve been effective in raising awareness. What remains to be seen how many people will contact their elected officials.

((TM)) What do you say to people who have decided to leave the editing community as a result of the blackout?

((Gardner)) I hope nobody stops editing Wikipedia because of the blackout. I watched the community decision-making process unfold on the English Wikipedia, and I thought it was a good one. People first started talking about SOPA more than a month ago. Jimmy started the straw poll in mid-December. Over 1,800 English Wikipedians from many different countries participated in the discussion over the last three days. As the admins who closed it noted, this is by far the largest-ever number of participants in a community discussion on English Wikipedia, and the overwhelming majority of them supported action. So I would hope that anybody who opposes the blackout would also agree that the decision-making process was a good one, and would therefore be okay to accept it, however reluctantly.

((TM)) How much technical planning went into the blackout before the community consensus was decided on Monday night?

((Gardner)) Last Thursday Geoff Brigham [Ed: Wikimedia’s legal counsel] asked engineering to do an internal assessment of the technical implementation requirements, because the community discussions at that point were suggesting there would likely be some kind of action. Engineering did an initial assessment based on e.g. the Italian blackout, implications for search engines, etc., and then a lot of work happened over the weekend. The bulk of initial development and testing happened on a sprint on Martin Luther King Day, a public holiday in the United States, and the final launch development and testing sprint happened on Tuesday.

((TM)) Does the fact that this is affecting only English Wikipedia and not the sister projects and other language projects concern the Foundation?

((Gardner)) No. My understanding is that the English Wikipedia is the only project and language-version enacting a blackout, but that several other projects and language versions are putting up supportive banners, with the Italian Wkipedians doing a clickthrough informational interstitial. The German Wikipedia decided to put up banners even before consensus was reached on the English Wikipedia, and the Arabic Wikipedia, Italian Wikipedia and Commons later made the same decision. (There may be others, that I don’t know about.) I think that’s fine: each project and each language has different circumstances that argue for different types of action, or for no action. There is no one right answer that fits everybody.

((TM)) Some have said that the lack of participation by opponents of SOPA in the commercial sector (sites of the size of Twitter, Facebook, Google etc.) is going to hamper the effectiveness of the blackout – is this a concern?

((Gardner)) No. I don’t think anybody ever expected the big commercial sites to black out: most aren’t in a position to participate in something like this even if they wanted to. For example, they might have shareholders to answer to, participation might cost them significant revenue, or it could break contractual agreements (such as a commitment to maintain a certain level of uptime, or some other service delivery). Most sites are constrained by various commercial considerations: that makes Wikipedia’s participation particularly powerful and important.

((TM)) Given both the Italian shutdown and the SOPA blackout, is the Foundation going to come up with a policy or set of conditions which limit when these kind of things happen? There are plenty in the community who support the SOPA actions but are concerned that this will set a bad precedent.

((Gardner)) Yeah, I empathize with those people and to a certain extent I share that concern. The Wikimedia movement does not have a lot of experience with advocacy, and probably mistakes will get made. At this time the Wikimedia Foundation doesn’t have any plans to develop policy governing protests or advocacy work. But, I think it probably does make sense for the Foundation to create venues for these discussions so people can share thinking and expertise. So for example, we may create a mailing list dedicated to advocacy/lobbying. And there is some good thinking starting to happen [on the project-wide protests page on Meta].

Canadian government announces major tax reductions

Canadian Finance Minister Jim Flaherty announced a five-year program that could reduce taxes by a total C$60 billion.

The planned tax reduction measures include:

  • Low-end personal income tax rates would be reduced from 15.5% to 15%, taking retroactive effect to the start of 2007;
  • The basic personal exemption, the amount at which income is taxable, is raised from C$8,929 to C$9,600, also backdated to January 2007;
  • Business tax rates are expected regularly drop from the current 20.5% to 15% in 2012;
  • The Goods and Services Tax that applies to most purchases would be reduced from 6% to 5% as 2008 begins. This rate was previously reduced from 7% July 2006, shortly after Prime Minister Stephen Harper took office.

These measures will be brought before the House of Commons in Ottawa on Wednesday as a confidence motion. In Canada’s minority government situation, opposition parties could defeat these measures and likely prompt an election. However, opposition leader Stéphane Dion has expressed an unwillingness to defeat the government on this matter.

Mortgage advisers attempt to collect rent from neighbors after FBI raid in Union City, California

Three months after the FBI raided the offices of the Dorean Group in Union City, California, neighboring companies in the same office park have received letters claiming that rent for the office park should now be paid to the Dorean Group. The owner of the office park, Hanover Properties, insists that they have not sold the park and called the Dorean Group’s claim fraudulent.

The first letter from the Dorean Group, dated May 2nd, 2005, purported to “inform [the tenants] of the change in ownership of the property [the tenants] now occupy,” and asked that “payment of rents be sent” to the principals of the Dorean Group. The letter also included notarized documents authorizing the sale by an alleged agent of the current owner, Hanover Properties, a “Julia Pantibratyuk.”

On the subsequent day, Hanover Properties responded in a letter to the other tenants of the park. They noted that they had not sold the office park to the Dorean Group, but that they had evicted the Dorean Group from the premises on April 26. They added that, “We do not know who Julia Pantbratyuk[sic] is.”

The letters were provided to Wikinews reporter Pingswept by an employee of one of the companies in the office park.

China warns US to avoid trade confrontation

Speaking in Washington Tuesday at the conclusion of the China-U.S. trade summit, Chinese Vice Premier Wu Yi warned the U.S. not to pursue a ‘blame game’ in continued trade negotiations. “We should not easily blame the other side for our own domestic problems,” Wu said, speaking through an interpreter. “Confrontation does no good at all to problem-solving.”

The valuation of the Chinese Yuan has been closely tied to the U.S. Dollar for years. Critics charge that this resulted in a relatively low value, making Chinese goods cheaper in the U.S., contributing to the current trade imbalance that favours China.

Although the Chinese government expanded the band in which the Yuan can float (relative to the U.S. Dollar) from 0.3 percent to 0.5 percent last Friday, critics say the measure doesn’t go far enough to address the U.S. trade deficit. Members of the U.S. Congress have blamed China’s policy of currency manipulation for the rising trade imbalance and a 16 percent drop in manufacturing jobs since 2000. In 2006, U.S. imports from China exceeded exports by US$232.5 billion, almost one third of the total trade deficit of US$765.3 billion.

In April, the U.S. Department of Commerce filed a WTO piracy complaint against China. Subsequently, China has agreed to talks and has issued some internal guidelines to address the issue. Wu said that both sides should “firmly oppose trade protectionism.” She said that any effort to “politicize” the economic relationship between the two nations would be “absolutely unacceptable.”

“The Chinese government will agree to U.S. demands” on piracy, predicted Albert Louie, in April, about the upcoming talks. Louie is the managing partner of A. Louie Associates, an anti-piracy company in based in China. “There is no question the government wants to crack down on counterfeiters. What remains in question is the consistency of enforcement,” he added.

The U.S. delegation also highlighted food safety as a concern with imports from China. The example of melamine-tainted pet food ingredients imported from China recently was used as an example of weak health and environmental controls in China. U.S. trade delegate Susan Schwab said the issue of food safety was raised by Agriculture Secretary Mike Johanns and Health and Human Services Secretary Michael Leavitt. “This is not necessarily reflective of more protectionism or anti-Chinese sentiment, but rather that there are concerns there and we need to be responsive,” said Schwab.

It is hoped that breakthroughs will be reached on issues such as U.S. complaints of high Chinese import duties on U.S. energy technology products and the restriction on U.S. airline flights to China.

In the US Congress, a number of potential bills that would impose trade restrictions on China, are being pursued. Recently, a trade panel voted to impose a 44.3 percent tariff on polyester imports. Meanwhile, the Bush administration increased duties on certain types of glossy paper from China. A bill imposing 27 percent tariff on all Chinese goods has been proposed in Congress but hasn’t yet passed.

“The frustration that I and many of my colleagues in the Senate feel is that China is not satisfying its obligations as a member of the WTO and as a major beneficiary of open trade,” wrote Charles Grassley, chairman of the Senate Finance Committee, in a letter sent to Wu in advance of the summit.

Australian researchers confirm stress makes you sick

Australian researchers say they have scientifically proven that stress causes sickness. The Garvan Institute in Sydney has discovered that a hormone, known as neuropeptide Y (NPY) is released into the body during times of stress. Their findings show the hormone can stop the immune system from functioning properly.

“Neuropeptide Y is one of those hormones that gets unregulated or released from neurones when stressful situations occur…it’s known for example that it regulates blood pressure and heart rates so your heart rate goes up but it hasn’t been known that it actually can affect immune cells as well,” said Professor Herbert Herzog, one of the researchers.

Herzog feels it is good to finally have proof of something people have suspected for so long.

“Now we have proven without doubt that there is a direct link and that stress can weaken the immune system and that makes you more vulnerable when you for example have a cold or flu and even in the more serious situations such as cancer can be enhanced in these situations,” said Herzog.

The Garvan Institute study centres on two key events that enable the human body to recognise foreign substances and control invaders. When our body encounters a pathogen (bacteria and viruses), the immune cells retain and interrogate suspects. Their activation is made possible by NPY. These cells then return to the lymph nodes, which are found all over the body, with information about the foreign invaders. The lymph nodes are where decisions about defence are made.

“Most of us expect to come down with a cold or other illness when we are under pressure, but until now we have mostly had circumstantial evidence for a link between the brain and the immune system,” said lead Garvan researcher, associate Professor Fabienne Mackay. “During periods of stress, nerves release a lot of NPY and it gets into the bloodstream, where it directly impacts on the cells in the immune system that look out for and destroy pathogens (bacteria and viruses) in the body.”

In the case of bacteria and viruses, TH1 cells are part of the attack team that is sent out on the ‘search and destroy’ mission. But when their job is done they need to be turned ‘off’ and the immune system reset. The same hormone, NPY, that activates the sentry cells now prompts the TH1 cells to slow down and die.

“Under normal conditions, circulating immune cells produce small amounts of NPY, which enables the immune cells on sentry duty and the TH1 immune cells to operate – it’s a yin and yang kind of situation. But too much NPY means that the TH1 attack is prevented despite the foreign invaders being identified – and this is what happens during stress,” added McKay.

The impact of stress on the body has been observed in athletes. Ph. D researcher at the University of Queensland, Luke Spence, together with the Australian Institute of Sport, studied elite and recreational athletes over five months.

They found elite athletes were more susceptible to respiratory diseases under stress.

“A lot of elite athletes put themselves through vast amounts of physical stress in their training, but also their emotional, psychological stress of feeling the pressure of Australia on their shoulders, wanting to compete and wanting to do their best,” said Spence.

It’s not just athletes who are prone to stress. Pressures at work and at home may cause emotional and mental stress that can be equally damaging. Almost a third of all work absenteeism in Australia is due to illness, costing employers over $10 billion a year.

“I think it has a huge impact for the work force and also for employers – if their employees are constantly stressed, constantly under pressure, they are more likely to get sick,” Spence said.

Further research could lead to the development of new drugs which may inhibit the action of the neuropeptide Y hormone.

Herzog warns people to minimise stress before it becomes a problem.

“Relaxation methods like yoga will help you to prevent that but there will still be people out there that are not responding to that and treatment by interfering with the system will be important,” he said. “There’s obviously some time until such a treatment will be available but this is something we will definitely work towards.”
